Horizon Walkers are largely unchanged. I would still either play a midranged sharpshooting longbow build that teleports effortlessly out of melee range, or a skirmishing GWM melee Bamfing build. Neither are bad builds, but Tasha’s made the ranger chassis itself feel way better, so Horizon Walker would also be better.
The expanded spell list is what really interests me about the horizon walker. Any ranger list that lets you try something other than hunters mark (ie haste) is a god send, and teleportation circle gives you a break from survival based travel. Though I do wish they got tele circle earlier and teleportation at that level instead. Horizon Walker's problem is it uses a bonus action which is sort of clogged for ranger, especially if you take PAM / CBE. In any case, Hunter and Swarmkeeper are better choices for a melee ranger due to multiattack and ability to move without attacks of opportunity.

Then take either two levels of druid or three of rogue. Scout and assassin would work well for your concept. I would say wield a longsword and shield, or a greatsword/axe as the horizon walker is about one powerful attack. If you weren't being melee, you could take a longbow and focus on that.
