That sprocket is pretty small. Likely had a jackshaft and a fear reduction involved before going to the final drive. It's probably not going into the top gear range when going full throttle. A larger sprocket like a 50T or so should be what you need.

The stock carburetors on a predator 212 or Honda GX160 or any other smaller engines are designed for the stock engine which has a governor to limit the rpm to around 3600.
