This gov arm is adjusted by bending with the use of a jig as depicted, with diagrams, in the service manual.
I found some good info on the N Forum: Initial adjustment for the Zenith is as follows: 2 1/2 turns out on the bottom T - shaped, high speed main jet and 3/4 turn out on the idle needle on top. After warm up and at 3/4 throttle turn the main adj. T shaped bottom screw in till the engine stumbles then turn it out till it smooths out.
