If you are dead set on a Ninja build, you can use Flying Kato or Dragon Ninja set when you get access to green rarity. Dragon Ninja is really fun, feels like a "Ninja", and extremely easy to farm off revenants. For Splitstaff advice - There's a few attacks skills that you can theoretically use the entire game and do fine.

Using several of each can have a much better effect than all into one. Example. 3 shuriken and kunai damage + 3 TWD + 2 TWDx2 = 1.45x1.45 = 2.1025 times damage with 30% chance to hit double that. The difference is not that big before reaching maybe around 60 or 80 on the stat but you can always remodel the scaling later.
