If it is for the player, a dusk shroud, archon plate, wyrmhide, etc is preferable for the reason you mentioned. No speed reduction, decent defense and lower strength requirements. Treachery is one of the class-specific armor rune words, added in patch 1.11. Despite being designed for Assassins, thanks to its massive IAS bonus, it remains useful for any weapon-based class (or hireling). Id say sacred armor as you mentioned but you will need a andys to let the merc use it, and get high lvl, you could use a fal or perfect amethyst in the andys to get to the str cap faster.
