Merciless makes it much easier as you get massive damage for hitting weaknesses.The fifth Palace boss, Kunikazu Okumura, is easily the most frustrating of all these updated battles. In addition to having a 30-minute time limit in what amounts to a battle of attrition, the Big Bang Burger magnate has an additional condition to defeating the waves of worker robots he throws at you.

The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

That's what makes a really well designed boss fight. You don't know what to expect, but by quickly adapting your strategy you can prevail. It feels good and is rewarding to the gamer. Without the right preparations, no amount of adaptation will get you through this fight. You simply won't do enough damage.
