So the best way to increase the number of Hostiles your Explorer can shoot is to fly to a system where Interceptors roam the space. This includes of course Swarm systems. You may of course shoot some Trading ships or even a few explorers in order to help respawn Interceptors. Because most systems spawn different ships.
