I don't think that's fair if someone can get progress in Safer Seas easily with 0 risk while players on the Higher Seas have a risk of failing to kill it. Even if the commendation is not directly PvP related, it can be sabotaged by other players.

I've been looking into the shrouded ghost spawns lately to try and work out how common it really is. So as someone who's put over 1.5k hours into Sea Of Thieves and still hasn't seen the ghost spawn, I wanna have a discussion on how long it took for fellow players to find it. Devs say it is just a random chance that when a meg spawns it's a very small chance to be the ghost. They laid out all out in one of the yt podcasts. They also said lower single digits of players get the title each day. So that's like less than 6 or 7 a day. Any correlation you're noticing on location discovered is purely coincidence.
