Personally, I would recommend Earth as the last element. It won't be the best possible kineticist build, being somewhat lacking in the damage department in comparison, but you can still make it powerful enough for anything but the highest difficulties. Spell Penetration is a trap for most kineticists, by the way. An Elemental Engine Kineticist mercenary (20 PB, Mythic Companion only) will beat out all but the most optimized builds (barring merged Spellbooks) on the Knight Commander. Elemental Engine 19 can carry any Legend build.
